Department of Public Safety Trooper Johnny Hernandez says the victims wore helmets and were using bicycle lights when they were struck by the oncoming car around 7 p.m. Tuesday.
Hernandez said Wednesday that it was dark during the wreck in Donna and the driver, from Mexico, ran away but later surrendered at a port of entry. Charges are pending.
A statement from the Mormon church identifies the men who died as 21-year-old Trevor Reinhold Strong of Taylorsville, Utah, and 20-year-oldDerek Jason Walker of Fairfield, Idaho.
Hospital officials say 19-year-old Zachary Todd Harris of Huntsville, Ala., was treated and released.
